1963年的国庆前夕，磐石湾的民兵连长陆长海根据一把可疑的刀鞘抓住了持刀前来接头的特eee。陆长海胆大心细，他紧紧抓住了这个线索，终于从特务的口中得知了敌人的行动计划。准备接应的暗藏海匪裘二能感到势头有些不对头，便骗取了民兵海根的信任，借船逃出港口。陆长海通过对海根进行阶级教育，改变了战斗计划。长海的妻子巧莲思想麻痹，险些被乔装前来借船的敌特骗过。巧莲的母亲警惕性很高，她揭露了敌人，以事实教育巧莲。陆长海追击并诱敌至狼牙礁，最后军民协助，将敌人一网打尽。
