清道光年间，洋人以做生意为名，大肆向我国倾销鸦eee。花旗盗首领郑一为人侠义豪爽，他劫富济贫，在海上专劫洋人阿走私船只，洋人对其又恨又怕。郑一身边的几名勇将七海、郭婆带和张保仔均是他收养的孤儿，郑一不仅将他们养大，还使他们成为武艺高强的男子汉。在一次进攻东印度鸦片船只的战斗中，郑一不幸被害。在郑一的妻子阿晴和七海的支持下，在江湖上已小有名气的张保仔当上了花旗的首领。郭婆带为此心存不满。张保仔率众继承义父遗志，不断打劫洋人船只，开仓卖粮接济穷人，深受百姓拥戴。这一切均被微服私访的两广总督林则徐看在眼里。英国领事向林则徐施加压力，要他剿灭骚扰英“商船”的海盗。林则徐未予理睬。张保仔结识了一位被卖青楼的女子冬潮，对其颇有好感，准备为她赎身。正当他回大本营取钱时，恰遇海上黑旗首领邬石二。邬石二请求花旗与黑旗联合起来对付清政府。在郭婆带的激将下，张保仔与郭一起潜入...
